(1) The Government of Nepal may make necessary arrangements on the basis of reciprocity regarding the operation or provision of railway services to the land of one or more (more) foreign countries or by a foreign country to the land of Nepal or through the land of Nepal to another foreign country. (2) For the purpose of sub-section (1), the Government of Nepal may determine the basis, conditions, methods and procedures for the operation of railway services by entering into an agreement with the relevant foreign country.
(3) According to sub-section (2), if the railway service of the foreign country is operated within Nepal after an agreement has been entered into with a foreign country, the provisions of Nepal law in force at the time the railway service is operated within Nepal shall be applicable.
